Mike is Director of Smart Cities for Winbourne Consulting, LLC., in Arlington, VA USA.  He is currently managing two USTDA Technical Assistance programs in the region.  Prior to consulting Mike was the Chief Information Officer for the City of Boston and created the Chief Technology Officer position for Washington, DC.  He has supported clients at the local, state, and national levels in the US and internationally.  Mike was cited as a "Super CIO" by Computerworld magazine and has won a Hammer Award and the Meritorious Public Service Award for projects in the US Verteran's Administration and Department of the Navy, respectively.
